The EU rule of law report: Making the bark bite

In 2020, the European Commission published its first rule of law report, covering developments in all 27 EU Member States. Currently, the Commission is holding stakeholder consultations for the 2021 version of the report.

This briefing paper by DRI’s Jakub Jaraczewski proposes that the next edition should better address three major issues related to the rule of law, namely:

  • the impact of the covid-19 pandemic on the rule of law;
  • the lack of implementation of judgments by the Court of Justice of the European Union (CJEU) and European Court of Human Rights (ECtHR);
  • and the situation of state-owned media in Member States.
