Drafting the constitution has been a political, legal and technical challenge for Libya’s transition. This paper presents the results of a survey conducted with 70 civil society representatives in three regions of Libya assessing the constitution-making process. Libyan CSOs voice their concern over the shortcomings of the legal framework, the negative impact of political polarisation and technical challenges. The paper concludes with presenting the CSOs’ recommendations for the Libyan constitution-making process.
