The government of Punjab recently passed the Punjab Local Government Act 2019 which represents a substantial step forward in bringing local government closer to citizens. This briefing paper analyses the act and highlights its achievements as well as its shortcomings.
The analysis is followed by a set of recommendations on how the implementation of the act can be improved to strengthen local governance in the province.
