Briefing Paper 24: Preliminary Assessment of Libya’2019s Draft Election Law

In early January 2012, the High Election Commission of Libya released a draft of the Election Law for the 200-member General National Council, which is scheduled to be elected in June of this year. BP 24 assesses the draft law against international standards and argues that while the proposed framework may be sufficient to ensure genuine election, it lacks sufficient detail, leaving many crucial facets to be determined through subsequent HEC regulations. The paper recommends that this and other shortcomings ought to be addressed before the text is finalised.
