Briefing Paper 74: Creating Enabling Conditions for Citizen Election Observation

More than 40, 000 citizen observers were engaged by observer groups during Pakistan’s most recent general elections in 2013. Citizen election observation plays an important role in supporting credible elections and improved electoral processes, deterring fraud and other irregularities, and preventing election-related violence. This Briefing Paper looks at the current state of play of citizen election observation in Pakistan and provides recommendations to improve the conditions for citizen observers in light of international standards and best practices.
