Briefing Paper: Electoral Delimitation in Pakistan: ‘201cFormula for Inequality’201d

Boundary delimitation, “re-districting” or “delimitation of electoral districts, ” is one of the key features and challenges of almost every electoral system. It has profound consequences for the electoral and political systems of the country; shaping constituencies through a delimitation process can affect the fairness of elections and hence political representation. This briefing paper evaluates Pakistan’s process for delimitation of federal constituencies and offers specific recommendations for legislative amendments and administrative actions for yet-to-be-developed regulations by the Election Commission of Pakistan (ECP).
