DRI and LFPCP launch two draft laws on Municipal Fees and Surtaxes

Democracy Reporting Inteational (DRI),in partnership with the Lebanese Foundation for Permanent Civil Peace (LFPCP),launched two draft laws on the Municipal Fees and Surtaxes and the procedures for collecting them.  

Both draft laws outline the procedures that should be followed by municipalities to collect municipal fees and revenues while adopting new IT-based payment methods. They also aim at modeizing the financial management in municipalities and unifying their systems by activating and simplifying the procedures for collecting fees and revenues. The drafts explained the rights and duties of the municipality and the taxpayer,detailed the foundation of auditing and oversight,and clarified the procedures for notification,assignment,and prosecution of defaulters.  

To draft these laws,thorough legal research and interviews were conducted with mayors in several Lebanese regions to collect the necessary information and include it in both drafts before submitting them to the Parliament for review and adoption.
