Democracy Reporting Inteational (DRI) organised a training for analysts of the core team of Citizen Election Observation Missions in DR Congo.
Through its project PACONEC,DRI is fostering the creation of civil society-led missions and builds their capacity in election observation. The project already supported the two main election observation missions during the combined 2023 elections,namely Regard Citoyen and the ECC/CENCO,and is now building a corps of political,legal and electoral analysts that continue to observe future elections.
Held from 19 to 30 May in the Hilton Hotel in Kinshasa,DRI’s workshop trained election observation analysts of beneficiary organisations in the PACONEC project.
This team of trained analysts will be tasked at the national level with analysing the data collected in a timely manner. It will be up to these experts to assess the extent to which the electoral process observed is conducted in compliance with the national,regional and inteational legal framework that organises elections as well as inteational good practices.
According to Laurence Carlier,DRI country representative in the DRC,this initiative was bo at the request of the beneficiary organisations,testifying to their willingness to adapt their methods and prepare the next generation. She also stressed the importance of this skills development: The aim was also to guarantee sustainability,by ensuring that the new generations engaged in the field can operate with a homogeneous level of competence.
Abraham Djamba,spokesman for the beneficiary organizations,recalled that this training represented two weeks of intensity,enrichment and satisfaction. He insisted on the added value of this session in view of the next observation missions: The knowledge acquired will significantly enhance the professionalism of our interventions in the field.
On behalf of the participants,Ines Baninabo praised an intense and structuring experience,which allowed each analyst to specialise while promoting interdisciplinarity.
The 72 trained Analysts are now able,among other things,to ensure that the Citizen Election Observation Mission complies with the Declaration of Principles for Inteational Election Observation and the Code of Conduct for Inteational Election Observers,commemorated at the United Nations in October 2005,to set up the operational plan and plan the activities of the missison, and to meet regularly with the electoral administration,political party leaders,candidates,inteational organizations,media outlets,relevant State institutions and civil society organizations.
The beneficiary organizations of the training are the Episcopal Commission for Justice and Peace (CEJP/CENCO),the Justice,Peace and Creation Care Commission (CJPSC/ECC),the Goveance and Democracy Network (REGED),the National Network for the Observation and Monitoring of Elections in Congo (RENOSEC),the Network of Christian-Inspired Human Rights and Civic Education Organizations (RODHECIC) and Nothing Without Women (RSLF),
All these trainings were given by a panel of Experts: Eric des Palliers,Trainer of Electoral Analysts,Florence Ganoux,Trainer of Legal Analysts,Dr Camille Forite,Trainer of Political Analysts,Silvia de Félix,Trainer of Media/Communication Analysts and Constantin Marza,Trainer of Statistical Analysts.

Democracy Reporting Inteational a organisé une formation à l’intention des Analystes des équipes cadres des missions d’observations électorales citoyennes,du 19 au 30 mai 2025 à l’hôtel Hilton de Kinshasa dans l’objectif de consolider les succès de l’observation citoyenne à travers le développement des capacités des membres des organisations bénéficiaires.
DRI,chargée de la mise en œuvre des activités du PACONEC visait à renforcer les capacités et constituer un corps d’Analystes politiques,juridiques,électorales,statisticiens et médias au sein des organisations bénéficiaires du PACONEC,projet qui a appuyé les deux principales missions d’observation électorales lors des scrutins combinés de 2023,à savoir Regard Citoyen et la MOE ECC/CENCO.
L’équipe d’Analystes qui a été formée aura pour mission au niveau national d’analyser les données recueillies en temps opportun. Il appartiendra à ces experts d’évaluer dans quelle mesure le processus électoral observé est conduit dans le respect du cadre juridique national,régional et inteational qui organisent les élections ainsi que les bonnes pratiques inteationales.
Selon Laurence Carlier,représentante pays de DRI en RDC,cette initiative est née à la demande même des organisations bénéficiaires,témoignant,« de leur volonté d’adapter leurs méthodes et de préparer la relève ». Elle a également souligné l’importance de cette montée en compétences : « Le but était aussi de garantir la durabilité,en s’assurant que les nouvelles générations engagées sur le terrain puissent opérer avec un niveau homogène de compétence. »
Abraham Djamba,porte-parole des organisations bénéficiaires,a rappelé que cette formation a représenté « deux semaines d’intensité,d’enrichissement et de satisfaction ». Il a insisté sur la valeur ajoutée de cette session en vue des prochaines missions d’observation : « Les connaissances acquises vont sensiblement rehausser le professionnalisme de nos interventions sur le terrain. »
Au nom des participants,Me Ines Baninabo a salué une expérience « intense et structurante »,qui a permis à chaque analyste de se spécialiser tout en favorisant l’interdisciplinarité.
Désormais les 72 Analystes formés sont capables,entre autres de veiller à ce que la mission d’observation électorale citoyenne respecte la Déclaration des Principes pour l’Observation Inteationale des Élections et le Code de Conduite des Observateurs Inteationaux des Élections,commémorés aux Nations Unies en octobre 2005,de mettre en place le plan opérationnel et planifier les activités de la MOE,et de rencontrer régulièrement l’administration électorale,les leaders des partis politiques,les candidats,les organisations inteationales,les organes des médias,les institutions étatiques pertinentes et les organisations de la société civile.
Les organisations bénéficiaires de la formation sont : la Commission Episcopale Justice et Paix (CEJP/CENCO),la Commission Justice,Paix et Sauvegarde de la Création (CJPSC/ECC), le Réseau Gouveance et Démocratie (REGED),le Réseau National pour l’Observation et la Surveillance des Élections au Congo (RENOSEC),le Réseau d’organisations de droits humains et d’éducation civique d’inspiration chrétienne (RODHECIC) et Rien Sans Les Femmes (RSLF),
