Corruption, fueled by dishonest practices and sectarianism rooted in the political-economic system, is not a recent phenomenon in Lebanon. It is the result of the illicit practice of abusing public office to obtain a private advantage.
Corruption is not only a fraudulent practice or simple administrative issue; it undermines the governance of the Lebanese state. It is rooted in a dominant political culture and constructed social behaviours which, for lack of legal proceedings and penal sanctions, are reproduced or even accepted. Transparency, morals, as well as civic values and education, remain vital for solving this problem.
This publication analyses the primary origins of corruption within the Lebanese system and reflects the challenges of a Lebanese state struggling to impose its authority.
