Democracy Reporting International and the European Implementation Network are launching the 2023 edition of Justice Delayed and Justice Denied, a report reflecting that the non-implementation of judgments of the European Courts continues to be a systemic problem in the EU.
The launch event for the report will be opened with a presentation of the report’s findings and recommendations, followed by a moderated panel debate on how the EU and the Council of Europe can cooperate better on enforcing the implementation of the judgements of the two European courts. As part of this, concrete examples from national cases will also be introduced to be explored by the panel. We will close the debate with a Q&A session with the online audience.

- Ambassador Vesna Kos, Head of the EU Delegation to the Council of Europe, European External Action Service;
- Prof Jörg Polakiewicz, Director of Legal Advice and Public International Law, Council of Europe and
- Dr Marcin Szwed, Helsinki Foundation for Human Rights.
