The overall aim of the project was to support Libya’s democratic transition and stabilisation. Its specific objectives were to: (1) enhance the capacity of Libyan public institutions at both local and national levels to enable effective service delivery; (2) empower municipalities and other local institutions to foster social cohesion through good governance and local economic development, particularly boosting employment among youth and women; and (3) strengthen local capacities to promote collaborative governance and broad participation in the transition process.
The project’s approach was based on four key pillars:
Capacity building through workshops, trainings, seminars and forums to develop specific skills, encourage reflection and dialogue, and prepare local authorities, CSOs, and partner institutions for organisational change.
Technical support via practical tools, manuals and guides to introduce new management practices and governance models, alongside institutional support for partner organisations.
Study visits and knowledge exchange within the MENA region and the EU. Participants were selected through a merit-based process, ensuring diversity in geography, age and gender.
Support for pilot initiatives in governance and local economic development, including projects led by youth and women. These were designed not as grants but as practical ways to implement and test ideas related to local governance, economic growth, civil society engagement, and inter-municipal cooperation.
