Khyber-Pakhtunkhwa Local Government Elections Assessment

Summary

The 2015 local government elections in Khyber Pakhtunkhwa (KP) were complex and competitive, marked by electoral violence with heated accusations of blame for election-day mismanagement, security lapses and other administrative shortcomings. The Election Commission of Pakistan (ECP) and KP authorities faced systemic weaknesses in the electoral process.

DRI experts worked in Islamabad and KP to assess and identify these weaknesses, so that Pakistani lawmakers, government officials and the ECP can strengthen the framework and practices for future elections. They assessed national (federal) and provincial legislation, administrative regulations, executive instructions and implementations practices. All the conclusions and proposed recommendations are made within the framework of international election standards, primarily instruments of international human rights as to which Pakistan has subscribed.
