The Libyan draft constitution is central to the country’s democratic transition. Its constitutional guarantees set the extent to which political, economic and social rights are granted and protected. It further outlines the provisions that will regulate the country’s fragile political process. This paper surveys the views of 70 Libyan civil society representatives on the draft constitution. It highlights their views on contested constitutional provisions on the Sharia’, decentralisation, and judicial independence, as well as their demand for more transparency in public finances and protective measures against corruption.
